Box 658 Eden, Utah 84310 Subject:RenewedPlan Approval, Well Equipping, East Well (WS006); Wolf Creek WSID, System #29013, File #12818 Dear Robert Thomas: The Division of Drinking Water (the Division) received the plans and specifications for the proposed East Well equipping from your consultant, Mike Durtschi, P.E. with Gardner Engineering on January 25, 2023. The Division issued Plan Approval for drilling the East Well on January 26, 2023. The Division sent a request for additional information on February 6, 2023, and received the requested information from your consultant on February 7, 2023. The Division received a request from Dan White, P.E. with Gardner Engineering, requesting an extension of the plan approval deadline on February 12, 2024. The system delayed bidding on the equipping portion of the project for a year, thus requiring an extension on the original plan approval deadline. Our understanding of the project is the construction of the East Well (WS006) well house and supporting infrastructure, including the equipping of the well with a submersible pump and motor. The specified pump shall be a 30 hp Grundfos with type MS6000 motor, Franklin Electric with Sandfighter pump, or approved equal with variable frequency drive compatibility. The design capacity of the pump is 285 gallons per minute (gpm) with a design total dynamic head of 285 feet. This well is identified as WS006 in the Division’s database. The well will pump directly into the distribution as well as the Retreat Tank (ST006) located within the same pressure zone. We have received the following information for East Well Equipping: Certification of well seal. Well driller’s report (well log). Aquifer drawdown test results (step drawdown test and constant-rate test). New Source Chemical Analyses of the well water. Plans and specifications for equipping the well. Pump/motor specifications. Well head discharge piping. Well house design. We have completed our review of the plans and specifications, stamped, and signed by Daniel White, P. E., and dated November 1, 2022, and find they basically comply with the applicable portions of Utah’s Administrative Rules for Public Drinking Water Systems in R309. On this basis, the plans for equipping the East Well, construction of a well house, and associated water line connecting this well to the distribution system are hereby approved. This approval pertains to construction only. An Operating Permit must be obtained from the Director before East Well may be put into service. A checklist outlining the well approval process, including the items required for issuing an operating permit for this well is enclosed for your information.Approvals or permits from the local authority or county may be necessary before beginning construction of this project. As the project proceeds, notice of any changes in the approved design, as well as any change affecting the quantity or quality of the delivered water, must be submitted to the Division. We may also conduct interim and final inspections of this project. Please notify us when actual construction begins so that these inspections can be scheduled. This approval must be renewed if construction has not begun or if substantial equipment has not been ordered within one year of the date of this letter. Chemical Monitoring The initial new source chemistry data of the well water indicated Toluene levels at 0.50 ug/L and Iron levels at 0.22 mg/L. In accordance with R-309-205-2(j), before an operating permit can be issued for this source, the system must re-sample for Toluene and Iron following the development of this source as a proof of meeting the MCL for Toluene and the MCLG Iron.
