Dear McKay Quinn:
The Division of Drinking Water (the Division) received a request for an Operating Permit for the Wellington RV Park from your consultant Kelly Chappell with Ensign Engineering on February
1, 2024. The Division issued Plan Approval for this project on May 17, 2023. This project has met all the conditions for receiving an operating permit.
Our understanding of the project is the construction of a clubhouse and 85 RV pads in Phase 1. The system will receive its water from Wellington City (System #04011) as a consecutive
connection. The system consists of 1,966 feet of 8-inch and 1,056 feet of 4-inch diameter PVC water lines. Phase 2 will add an additional 1,077 feet of 4-inch diameter PVC water line.
Hydraulic modeling was submitted indicating that minimum pressures can be maintained throughout the water system. This project is identified as Wellington RV Park Distribution System
(DS001) in the Division’s database.
We have received the following information for the Wellington RV Park Distribution System (DS001):
Certification of Rule Conformance with plan approval conditions by a professional engineer.
As-built or record drawings.
Satisfactory bacteriological results as evidence of proper disinfection and flushing.
Evidence of operation and maintenance manual delivery.
We have determined that all conditions for issuing an operating permit have been met. On this basis, an Operating Permit for the Wellington RV Parkis hereby issued as constituted by
this letter. You may now place the Wellington RV Park in service in your water system.
Please maintain a copy of this letter with your permanent records for future reference.
Secondary Disinfection Requirements
The Wellington RV Park water system receives chlorinated water through its consecutive connection and therefore must comply with chlorine residual monitoring and reporting requirements.
The Wellington RV Park water systemis not required to provide disinfection. Please be aware that if any water source of the water system is found to require primary disinfection in the
future per R309-200-5(7)(a)(i), additional regulations will apply. This will include submitting disinfection CT information showing compliance with 4-log virus inactivation in accordance
with the Ground Water Rule in R309-215-16.
The Wellington RV Park water system is required to demonstrate ongoing compliance with the following secondary disinfection requirements as long as the system receives and serves chlorinated
water:
Disinfection Monitoring & Reporting Requirements
Chlorine Residual ‒ Distribution System (DS001)
This water system must maintain a detectable residual throughout the distribution system. It is recommended to maintain the chlorine residual above 0.1 ppm in the distribution system.

The chlorine residual measured in the distribution system shall not exceed the maximum residual disinfectant level (MRDL) of 4.0 mg/L (measured as free chlorine). [R309-200-5(3)(c)(iv)]
Take a minimum of three (3) chlorine residual samples per weekat varying locations throughout its distribution system (DS001). [R309-105-10(1)(c)]
Take distribution system chlorine residuals in conjunction with total coliform sampling. [R309-215-10(3) and (4)]
The chlorine residual data are due by the tenth day of the month following each quarter (i.e., January 10th, April 10th, July 10th, and October 10th). The distribution system chlorine
residuals can be reported via the online form at https://mrdl.utah.gov.
