Everett Director February 7, 2024 ERRL-0038-24 CERTIFIED MAIL RETURN RECEIPT REQUESTED Darnen Burnham, Redevelopment Manager Community and Economic Development 2549 Washington Boulevard, Suite 420 Ogden, Utah 84401 Re: Release File Review Former Super Sonic Carwash, located at 2534 South Wall Avenue, Ogden, Utah Facility Identification No. 1200607, Release Site MJG Dear Mr. Burnham: The Division of Environmental Response and Remediation (DERR) completed its review of Ogden City Redevelopment Agency's (RDA) May 2023 and October 2023, Limited Subsurface Investigation reports, submitted to the DERR on December 26, 2023, by Wasatch Environmental, for the above-referenced facility. The review also included soil and groundwater data from 2008 through 2014, from multiple site studies, and information about an underground storage tank (UST) closure (2008) and soil excavation work (2009). The review indicates that in-place soil and groundwater contamination remains exceeding DERR' s Initial Screening Level (ISL) cleanup standard. Conclusions drawn from the DERR review are : 1. Groundwater impacts from total petroleum hydrocarbons, diesel range organics (TPH-DRO) and or total petroleum hydrocarbons, gasoline range organics (TPH- GRO) are above the ISL, and remain near direct-push sample GP-4 (April 2023), and GP-2, GP-3, GP-4, GP-5, GP-7, and GP-12 (August 2023). Your submitted reports and historic information show that the impacted groundwater from about 10-14 feet below grade (bg), does not have its limits defined, and currently consists of a plume approximately 75' by 45' with a historic gradient of 0.0015 feet/foot and a flow direction of north-northeast, last measured, September 2008. 2. Soil contamination above the ISL remains in-place for TPH-DRO and or TPH-GRO near direct-push samples GP-2, GP-3, GP-4 and GP-12 (August 2023). Therefore, more work is needed before a site cleanup plan can be considered, or that of a site management plan prior to RDA's planned residential community. The DERR requires the following work, including the installation of groundwater monitoring wells (MWs) and a regime of groundwater monitoring: 1. Obtain representative soil samples from soil borings that define the lateral and vertical extent of contamination at the release site. Samples collected shall be analyzed for: [x] Diesel and Gasoline: TPH-DRO, TPH-GRO, Benzene, Toluene, Ethyl- benzene, Xylene and Naphthalene. 2. Obtain representative groundwater samples that define the lateral extent of contamination at the release site. Samples collected shall be analyzed for: [x] Diesel and Gasoline: TPH-DRO, TPH-GRO, Benzene, Toluene, Ethyl- benzene, Xylene and Naphthalene. 3. Install groundwater MWs, as needed to define the plume limits, and commence a quarterly groundwater monitoring program for at least two quarters. Samples collected shall be analyzed for: [x] Diesel and Gasoline: TPH-DRO, TPH-GRO, Benzene, Toluene, Ethyl- benzene, Xylene and Naphthalene. 4. Provide a properly scaled drawing of the site, North indicated, showing the location of the former UST system(s), historic excavation boundaries, underground utility locations, property lines, surrounding properties and land use, the location and depths of soil and groundwater samples collected, and tabulated data with laboratory data sheets and chain of custody forms. According to Utah Code R311-202, the DERR requires that RDA initiate its subsurface studies within 90 days of receipt of this letter, and submit a report of findings including first quarter groundwater information within 180 days of receipt of this letter.
