RE:Class 1 Modification Approval – Baghouse ReplacementUTD981552177
Dear Mr. Simmons:
On December 27, 2023, Clean Harbors Aragonite (Aragonite) submitted a Class 1 modification request providing notice of updates to the baghouse specification in Attachment 11 of the Aragonite
permit. The request also indicated Aragonite’s plan to remove the current baghouse and install a new baghouse during a maintenance turnaround in March. After reviewing the scope of
the request, The Division of Waste Management and Radiation Control (Division) communicated to Aragonite that the modification request would be handled as a Class 1 modification requiring
prior agency approval.
The modification request indicates that the new baghouse is being manufactured to the same design specifications as the current baghouse with some minor upgrades including stainless
steel materials of construction instead of carbon steel and Teflon bags rather than fiberglass.
The modification request has been reviewed and as provided by this notice is approved as enclosed.
This approval is contingent upon the new baghouse being manufactured and installed as outlined in the modification request and once operation of the new baghouse begins, operating within
the current permit limits. If manufacturing or installation of the new baghouse results in significant changes from the design included in the modification request, and/or operation
of the new baghouse requires modification of existing permit limits, Aragonite shall notify the Division upon making this determination and the Division will determine the appropriatepermit
modification steps that may be required.
Aragonite should update its copy of the permit by making the following changes:
Replace Attachment 11 - Equipment Specifications with the enclosed copy.
Replace the Baghouse Specification within Attachment 11 with the enclosed copy.
Also enclosed is an updated copy of the List of Permit Revisions.
