Dear Joe Hawkes:
On April 17, 2024, the Division of Drinking Water (the Division) received your request for an exception to Rule R309-550-7(1), Separation of Water Mains and Transmission Lines from Sewers
and Other Pollution Sources for Temple Heights. This rule states specifically that the horizontal distance between pressure water mains and sanitary sewer lines shall be at least ten
feet and that where a main and a sewer line must cross, the water main shall be at least 18 inches above the sewer line.
Background Information
Temple Heights is an existing neighborhood within the Logan City Water System. The existing cast iron water lines within the neighborhood date back as far as 1914. The proposed project
within the Temple Heights neighborhood includes the replacement of these old cast iron pipes with new, 8-inch diameter C900 PVC pipe and will relocate the water lines to the alleys that
run through the interior of the block. Replacement of the old cast iron pipeline would be considered an “On-going Operation and Maintenance Procedure” according to R309-500-5(2)(b) and
would not require Plan Approval.
Exception Request
The basis for your request for an exception to R309-550-7(1) is as follows:
Existing sewer lines within the neighborhood are installed down the center of the alleyways in the interior of the block. The alleys are between 12 and 15 feet in width.
Due to the narrow nature of the alleys, the minimum 10-foot horizontal separation between sewers and water lines cannot be met.
You propose the following measures to provide equivalent protection for public health and to meet the intent of the rule:
Horizontal separation between the water and sewer lines will vary throughout the project area, but a minimum of 6 feet of horizontal separation will be maintained.
Due to the depth of the existing sewer lines, the minimum 18-inch vertical separation will be maintained at all locations throughout the neighborhood, including where water service lines
cross sewer lines.
Most of the sewer lines will be continuously lined with Cured-in-Place-Pipe (CIPP) liner between sewer manholes, including all lengths of existing sewer pipe that aren’t replaced as
part of this project. Segments of sewer main that are replaced will be replaced with gasketed PVC pipe.
On this basis, an exception to R309-550-7(1), Separation of Water Mains and Transmission Lines from Sewers and Other Pollution Sources, is hereby granted for Temple Heights.This exception
may be rescinded at any time if new evidence indicates that the conditions of this exception are no longer being met or a public health risk exists due to this exception.
Please maintain a copy of this letter with your permanent records for future reference.
