1.0 lntroduction
United States (U.S.) Army Dugway Proving Ground (DPG) Title V Operating Permit
(TVOP) Number 4500003004 issued by the State of Utah Division of Air Quality (UDAQ),
sets DPG's operating requirements in accordance with Utah Administrative Code, and 40
Code of Federal Regulations. TVOP condition 11.8.11.b.3 "Outdoor Testing and Training'
requires DPG to submit quarterly reports containing testing and training operations which
resulted in the release of criteria and hazardous air pollutants (HAPs) into the
atmosphere.
This quarterly outdoor testing and training report contains emission calculations based on
releases that occurred during testing and training operations conducted throughout the
1"t quarter (OTR) of fiscal year 2024 (FY24), October 1,2023 through December 31,
2023.
The Quarterly Report is presented in the following sections:
. Section 2 - Testing Operations. Section 3 - Training Operations. Section 4 - Summary Criteria and Hazardous Air Pollutants (HAPs). Section5-References
2.0 Testing Operations
This section describes testing operations resulting in the release of criteria pollutants;
particulate matter (PMro/PMz.s), nitrogen oxides (NOx), sulfur oxides (SOr), carbon
monoxide (CO), volatile organic compounds (VOC), lead, and total HAPs into the
atmosphere during 1st QTR FY24. The following information is provided for each test:
o Name and brief description of test operation.. Purpose of the test operation.. Start and end dates of test operation.o Names (common and chemical names) and quantities of each criteria pollutant
and total HAPs released.
There were no testing operations conduction during 1st QTR FY24.
3.0 Training Operations
This section describes training operations resulting in the release of criteria pollutants or
HAPs into the atmosphere during 1't QTR FY24. The following information has been
provided for each training operation:

. Purpose of the training operation.. Start and end dates of training operation.o Names (common and chemical names) and quantities of each criteria pollutant
and HAP released.
3.1 Range Training Operations
The DPG Range conducts land training operations to include all activities and operations
associated with the conduct of military training, firing, and target practice under Army
control. Range training events also include DPG Security and Police Divisions. Range
training operations include multiple events occurring on October 1, 2023 through
December 31,2023. Materials released, such as munitions and energetic material, are
listed by their designated Department of Defense ldentification Code (DODIC), followed
by their Department of Defense (DoD) nomenclature. Nomenclatures, DODIC numbers
and quantities of each material/munition released during this test operation are provided
in Table 1.
Munitions listed in Table 1 were converted to their criteria pollutant and HAP values using
Environmental Protection Agency (EPA), Air Pollutant (AP-42) emission factors and
EPA's Emission Factors for the Disposal of Energetic Materials by Open Burn/Open
Detonation (OB/OD). lf emission factors were unavailable a surrogate was used. Table

This section summarizes 1"t QTR FY24 criteria and HAP pollutants released into the
atmosphere from training operations outlined in Sections 3.0. The resulting criteria
pollutants and total HAPs are summarized in Table 3.
