COX Governor DEIDRE HENDERSON Lieutenant Governor DAQC-1368-23 Site 10645 (B1) Christian Boudreau Staker & Parson Companies 89 West 13490 South, Suite 100 Draper, Utah 84020 Dear Mr. Boudreau: Re: Staker Parson Companies – Temporary Relocation/Operation, Notice of Intent – Sanpete County Your Notice of Intent dated December 18, 2023, to relocate portable aggregate equipment to the temporary project for the former Cox/Hales Sand and Gravel Pit, located at 350 East 400 North, Centerfield, Utah, was received by the Utah Division of Air Quality (DAQ) and has been reviewed. The following equipment has been approved for operation for this temporary project: Diesel powered track mounted impact crusher This location is a permanent aggregate processing site with established hourly operation and rolling total production limits. All equipment operating at this site must be in accordance with the current AO for this facility DAQE-278-94, dated April 11, 1994. A modeling analysis submitted by Trinity Consultants on October 12, 2015, demonstrated that the ton per hour production rate can exceed the Condition 11 limit of 400 tons per hour, provided that the total production rate of all the operating equipment does not exceed 550 tons per hour, and that the total site’s aggregate production does not exceed the 24-hour limit of 4,800 tons. The 12-month rolling total limit cannot exceed 500,000 tons. The owner/operator shall maintain records of the actual operation days, hours, and production rate, of the above referenced equipment at this relocation site and have the ability to submit the information to the DAQ upon the request of representatives of the director. Please make certain that the plant operator is aware of all the location specific requirements for this site and the conditions of the aforementioned AO. + 2 / 6 Ú Ù Û Ù Û Ý DAQC-1368-23 Page 2 Federal New Source Performance Standards Subpart OOO requires that initial Method 9 observations be performed for all applicable portable crushers, screens and attached conveyors. Subpart OOO also mandates that all crushers constructed, modified, or reconstructed on or after April 22, 2008, which are not enclosed, must install spray bars on the equipment and keep maintenance records to ensure proper spray bar operations. Utah Division of Water Quality Storm Water Permits and regulations may apply to this temporary project. Please refer to Utah DEQ Water Quality’s current Storm Water Construction requirements for additional information. This approval for relocation in no way releases the owner or operator from any liability for compliance with all other applicable federal, state, and local regulations including the UAC.
