Shelley Executive Director DIVISION OF DRINKING WATER Nathan Lunstad P.E. Director February 13, 2024 Katherine Munns Portage Town Water System PO Box 4 Portage, UT 84331 Subject: Emergency Source Designation for Portage Town Water System; UTAH02012 Katherine Munns: It was recently discovered that the 1978 Well (identified as WS003) does not combine with the South Canyon Spring (WS001) and the Upper Spring (WS004) prior to entering the Portage Town Water System’s distribution system. In accordance with R309-205, this source is now required to be sampled independently as a separate point of entry. In January 2024 you informed the Division of Drinking Water (the Division) that the 1978 Well (WS003) acts solely as an emergency source, and that it had only been used twice within the past ten years. Given this, you requested that the Division designate the 1978 Well (WS003) as an emergency source. Emergency sources are only required to complete a full suite of source analysis once every nine years, and shall only be used in the event of an actual emergency. This source has not been tested independently since 2013. For this reason, before the 1978 Well (WS003) can be designated and utilized as an emergency source, the system must collect the following samples by July 31, 2024: Facility with new requirements Analyte(s) Required # of samples Sampling Frequency Next Due Date Rule Reference WS003 1978 Well Inorganics & Metals 1 Every Nine Years 07/31/2024 R309-205- 5(3)(a) Nitrate 1 Every Nine Years 07/31/2024 R309-205- 5(4)(a) Sulfate, Sodium, TDS 1 Every Nine Years 07/31/2024 R309-205- 5(3)(a) Katherine Munns Page 2 of 2 February 13, 2024 Pesticides 1 Every Nine Years 07/31/2024 R309-205- 6(1)(d) Radionuclides 1 Every Nine Years 07/31/2024 R309-205- 7(1)(b) Volatile Organic Contaminants 1 Every Nine Years 07/31/2024 R309-205- 6(2) BacT 1 One Time 07/31/2024 Please label samples collected from the 1978 Well as WS003 on all laboratory paperwork. Once the sample results have been received, the routine monitoring frequency for this source will be one sample, for each of the analytes listed above, every nine years. Please contact David Kruse at 385- 566-7789 or dbkruse@utah.gov with any questions or concerns about the sampling requirements given above.
