Subject: Increased Monitoring Requirements for Big Plains Water SSD - Cedar Point: UTAH27089

According to the Division of Drinking Water’s (the Division’s) records, samples collected on October 26,
2023 from Big Plains Water SSD - Cedar Point’s (the System’s) sources: Jessup Well (WS002) and Well
No.4 (New Cook Well – WS004) indicate that these sources contain levels of Turbidity greater than the
Maximum Contaminant Level of 5 Nephelometric Turbidity Units (NTU). In accordance with R309-205-
8(2), the System must collect an additional four Turbidity samples per source in the month of February
2024 from both the Jessup Well (WS002) and the New Cook Well (WS004). These samples must be
collected by a certified operator from the Washington County Water Conservancy District.
Compliance with the Turbidity standard will be determined by taking the average of the four results. If the
average is greater than 5 NTU, the System will be required to install filtration to reduce turbidity levels. The
routine monitoring frequency for Turbidity will be reevaluated once this determination has been made.
Turbidity alone has no health effects; however, turbidity can interfere with disinfection and provide a
medium for microbial growth. Turbidity may also indicate the presence of disease-causing organisms. These
organisms include bacteria, viruses, and parasites that can cause symptoms such as nausea, cramps, diarrhea,
and associated headaches.
Because of the risk to public health and the length of time it takes to install treatment, the Division is
suggesting the System request to enter into a formal Compliance Agreement Enforcement Order (CA/EO).
This Order will allow the System to remain rated as Corrective Action and allow time to meet the Best
Available Treatment (BAT) while establishing milestones and deadlines that protect customer’s health to
the best of the Safe Drinking Water Act’s ability. Included in the CA/EO will be provisions
regarding the use of Well 59 (WS003) and public notice requirements.
To request this agreement, please contact Colt Smith at acsmith@utah.gov. Failure to enter into a
CA/EO may result in the Director issuing other means of formal enforcement, including a Not
Approved order or seeking a court order to protect public health.
