Box 1480 Park City, Utah 84060 Subject: REVISED UTAH22011 Divide Well (WS010) TDS Blend Dear Clint Mcaffee: In response to the May 31st submitted blending plan, the Permitting Section determined that this source has already been approved for blending, and an Operating Permit is not needed (see Division File# 10586). As mentioned in the proposal, the Divide Well (WS010) sample results have exceeded 1,000 mg/L. Per R309-200-5 Primary Drinking Water Standards, Table 200-1 Primary Inorganic Contaminants, Total Dissolved Solids (TDS) Note 3 states: If TDS is greater than 1000 mg/L, the supplier shall satisfactorily demonstrate to the Director that no better water is available. The Director shall not allow the use of an inferior source of water if a better source of water (i.e. lower in TDS) is available. A better source is available through source blending involving Park Meadows Well (TP004) water at the Creekside WTP and 3 Kings WTP (TP015). Please note, the submitted TDS Blending Plan is subject to the following conditions and monitoring schedule changes: 1. Compliance with the Total Dissolved Solids (TDS) standard will be based on TDS sample results at the Boothill Tank TDS Blend (TP016) sampling point. The selected location of TP016 is at the pipeline prior to the Boothill Tank, located in the Boothill Vault. The intent of this sampling is to determine the quality of the water delivered to the consumers within the distribution system. If at any time the running annual average of the System’s TDS levels exceeds the TDS MCL of 2,000 mg/L (ppm), the Park City water system will be issued a water quality violation in accordance with Utah Administrative Code R309-205-5(1). Clint Mcaffee Page 2 of 2 September 12, 2023 a. The Water System must take source TDS samples at the Divide Well (WS010) (e.g., the well head) on an annual basis. The annual sample should be collected in the second quarter when TDS levels have historically been the highest. b. The System must take a TDS blend compliance sample at the Boothill Tank TDS Blend (TP016) sampling point, at the pipeline prior to the Boothill Tank, annually. The annual sample should be collected during the second quarter of the year when TDS levels are highest at the Divide Well.
