SITE OBSERVATIONS
Weather
• Partly Cloudy, 78F, winds from the north at approximately 13 MPH.
Fences and Gates
• Fences and gates were observed to be in generally good condition with no damage or breaches.
The north gate of SPA 1 was open at the time of our visit (providing access only to Tesoro property,
not accessible to the general public). The South gate of SPA 1A was open with access to the Salt
Lake City Water Reclamation Facility (SLCWRF) property (the SLCWRF likewise not accessible to
the public). External gates otherwise accessible to the public were secured from public entrance
by direct locking. Warning signs were in place at all gates.
• The warning sign at the south gate of SPA 1 was partially obscured by graffiti upon arrival and
replaced with a clean/new sign prior to departure.
SPA 1 Site Use
• SPA 1 was generally vacant with the exception of a few steel brackets in the SW corner and half a
dozen stockpiles of gravel borrow in the NE corner. It appeared to be generally unused.
SPA 1 Condition
• During our visit, SPA 1 appeared to be in good condition, the subgrade appeared dense and non-
yielding with no significant ruts or gouges.
• On November 14, 2023, Diamond Land Surveyors LLC measured the ground surface elevations at
each of the seven monitoring locations (coordinates presented on Figure B3) in order to
determine the difference between the ground surface elevation and the elevation of the marker
layer at each location. The elevation of the marker layer was established during the September
2022 monitoring event.
• Based on the survey data, SPA 1 Cover thickness ranged from 0.62’ to 1.58’, all greater than the
trigger criteria of 0.5’. Cover thicknesses are listed on Table B1 and shown on Figure B3.
SPA 1 Adjacent Canal
• The Canal adjacent to SPA 1 appeared to be free of any sheen.

SPA 1A Condition
• Spa 1A appeared to be generally undisturbed and in good condition. The subgrade soils were
generally vegetated with a variety of weeds and brush and no obvious evidence of human
disturbance. The area subgrade consists of a general depression and is separated from the canal
by an adjacent roadway dike that is higher in grade by at least three feet, therefore there is no
potential for erosion into the canal.
SPA 1A Adjacent Canal
• The Canal adjacent to SPA 1A appeared to be free of any sheen.

• The August 2023 Photographs of SPA 1 (locations P1 through SP8) and SPA 1A (locations Pa1- Pa8)

CORRECTIVE ACTIONS
Corrective actions:
• The graffiti obscured sign at the SPA 1 south gate was replaced with a new one.
