I am submitting the amended Post Removal Site Control Plan for the 2011-2015 removal
of sediment from the Northwest Oil Drain (NWOD) Canal in Salt Lake City, Utah per your
approval of the amendment in an email from Leigh Anderson of Utah DEQ dated March
4, 2024 (below). Amendments were only made to Section 6.2 for SPA 1 Cover Thickness
measurement. The figures and appendices have not changed and are not included in
this amended submittal.

Bill, I got your email for the NWOD EC and have distributed it to the NWOD Working
Group for review.

While we are at it, I would like you to consider the amendment to Section 6 Monitoring
of the PRSCP for SPA 1 COVER THICKNESS measurement that I submitted to you
and EPA last year. It is attached. The purpose of the amendment is to allow the use of
surveying to measure the thickness of the cover over the orange marker bed at SPA-1,
after first physically measuring the thickness and ground surface elevation during the
first monitoring event. The method described in Amendment 1 is how we have done
the monitoring at SPA 1 during the first and second annual events, after notifying you
that was how we planned to do it.

Been a bit, so sorry for the delay. Ultimately, we will still need to run the final version

Bill—attached please find a redlined version and a clean version of the environmental
covenant for SPA 1 and SPA 1A of the North West Oil Drain project. The EC has been
reviewed by both DEQ and EPA and is ready to be forwarded onto the NWOD Working
Group.
