Dear Mr. Fuglevand:

The Division of Environmental Response and Remediation (DERR) has reviewed the SPA
1 and SPA 1A Monitoring Report for the inspection of the Northwest Oil Drain that occurred on
July 6, 2023. The report was received via electronic mail on December 19, 2023.

The DERR accepts this document. Please ensure in the future that sheen monitoring is
performed from all of the stations noted on the form included with the Post Removal Site Control
Plan. In addition, please finalize any necessary revisions to the Post Removal Site Control Plan and
revise the Environmental Covenant to address the comments provided by the U.S. Environmental
Protection Agency and the DERR on February 5, 2024.
