Hi Bill – thank you again for taking the time today (on short
notice) to talk through the proposed options and current
challenges to complete off-site groundwater delineation on the
3rd party (Advanced Metals Finishing) property.
As we discussed, GE is currently considering 2 parallel
approaches to completing the required off-site groundwater
delineation on the Advanced Metals Finishing property. With the
assistance of WSP, GE will prepare a scope of work to
complete additional groundwater sampling on the Advanced
Metals Finishing property. In the event that GE is not permitted
access by the owner of the Advanced Metal Finishing property
(Chris Holder) to complete this additional off-site groundwater
delineation, GE will separately plan for installation of
permanently-constructed groundwater monitoring wells on the
next accessible, downgradient property, in the right-of-way
(ROW) of the roadways (North Main Street and 2600th). WSP
has prepared a figure with the proposed location of 6 proposed
monitoring wells, located equally spaced along these 2 roadway
ROWs. The 2 figures attached illustrate these proposed

locations. The reason for 2 separate figures is to illustrate the
1,4-dioxane groundwater concentrations on the GE western
(downgradient) property boundary for the last 2 quarterly
groundwater sampling events, June 2023 & Sept 2023.
I have asked WSP to start the process to investigate the
necessary actions, property contacts (e.g., UTDOT, etc.)
permitting requirements, etc to allow access to install these
ROW groundwater monitoring wells.
Once we have completed the scope for the proposed off-site
groundwater delineation on the Advanced Metals Finishing
property we will share for your comments. Welcome any
thoughts you and Leigh may have on the attached.
